How to enrol at Centenary Heights State High School
Background
Centenary Heights State High School mainstream campus caters to the education of students from years 8-12. Toowoomba Flexischool is an official annexe of Centenary Heights State High School and caters to the education of students across the Toowoomba District aged 15 – 17 who may have previously disengaged from mainstream schooling.
Rationale
Centenary Heights State High School recognises as its prime obligation the provision of access to an appropriate educational service for students resident within this community as defined by its local catchment area.
Because of enrolment capacity and growth Centenary Heights State High School may be unable to meet this obligation in future, unless action is taken now to manage enrolment.
This plan sets out the conditions under which students may be enrolled into Centenary Heights State High School.
Enrolment capacity of school
Centenary Heights State High School currently has the capacity to enrol up to 1248 students in 61 classrooms.
Local catchment area
The school’s enrolment capacity for students who live outside the local catchment is dependant upon:

the school’s enrolment capacity

catering for in-catchment enrolments
-
allowing for in-catchment growth during the year
-
ensuring an even spread of students across all year levels while maintaining class size targets
The local catchment area is based on equidistance boundaries with other schools. You may read the plan and check the maps on the Education Queensland website by clicking here. This map defines the boundary area for which Centenary Heights State High School is the closest school by vehicular trafficable route. Should this capacity change because of changes to road networks, this will be formally notified through the registration and gazettal of an amended plan including the operative date for the new catchment area.
Programs for students with disabilities are regional programs for students whose educational support needs are additional to, or different from, other students. Students who live outside the catchment area and are verified with a disability may enrol in the school to attend the program if it is the closest program to their home that meets their individualised need.
Enrolment Policy
All students who reside within the local catchment area and are eligible for enrolment in the educational program offered by the school have a right to enrolment at the school. The Principal will hold places for students who relocate to within the catchment boundary throughout the school year.
Enrolment of students from outside the local catchment area will be managed to ensure that the total current and forecast enrolments do not exceed the school’s current built capacity and where applicable will ensure there is an even spread of students across year levels or class groupings.
The school's enrolment management plan does not replace other departmental policy; for example Safe, Supportive and Disciplined School Environment, nor does it override subsequent determinations regarding built school capacity.
Enrolment Criteria
Students who reside outside the school's local catchment boundary who apply for enrolment at the school will be put on a waiting list in order of receipt of application. Where there is spare capacity, students will be enrolled from the waiting list based on the following criteria and order of priority:

students whose parent or legal carer is an employee of the school

siblings of students already enrolled at Centenary Heights State High School
- students who wish to access specialist programs which meet the student’s specific learning needs: Music Specialisation program; Instrumental program; Toowoomba Flexischool; English as a Second Language; Wine Tourism; School based traineeship
- students who have been educated at one of our four main feeder schools – Middle Ridge State School; Gabbinbar State School; Rangeville State School; Toowoomba South State School and hence have had significant interface liaison in primary years

siblings of students who have left the school and reside outside of the local catchment area
children and young people who are subject to child protection orders that grant guardianship or custody to the Chief Executive officer of the Department of Child Safety

any remaining students residing outside the catchment area
* Please note students enrolled as part of the Geographically Isolated Program are entitled to attend as Centenary Heights State
High School is an identified Education Queensland school for this

Proof of Residency
Parents who wish to enrol their child/ren at Centenary Heights State High School under the Enrolment Management Plan will need to demonstrate that the child/ren to be enrolled, reside within the catchment area. One or more of the following documentation will be required if requested by the Principal:

Signed unconditional House Contract

Rental Agreement stamped and signed by real estate agency for a minimum of six months duration

Rental Bond receipt

Registration on a State or Federal Electoral Roll

Australian Citizenship, Permanent Residence status or eligibility under a Visa category

Acceptance and notification processes
Applications for admission into Years 8-12 will be accepted each year from the beginning of Term 3 for enrolment to commence from the beginning of Term 1 the following year.
Applications will be recorded in order of receipt.
Applications will remain current only for the year of submission.
Review
All enrolment applications will be considered on merit in accordance with the enrolment criteria.
Parents wishing to have an unsuccessful enrolment application reviewed may seek clarification from the Principal. Parents may provide a written submission seeking a review of an unsuccessful enrolment application. This submission should present evidence to substantiate a claim that the stated criteria have not been applied fairly and equitably.
The Enrolment Management Committee will review written submissions and the reply should be in writing within 14 days of submission.
Enrolment Management Committee
The enrolment management committee consists of Principal (Chair), P&C Representative, and Representative of Executive Director (Schools).
Further appeal should be directed to the Executive Director (Schools) whose decision will be final.
Review Date
Reviewed annually.
The Centenary Heights State High School Enrolment Management Plan is operational from December 2008.

Re Enrolment Management Plan for Centenary Heights State High School
Following a certified process with Education Queensland [EQ] I wish to advise you that our school is subject to an Enrolment Management Plan [EMP].
This means, due to the increased population within and around Toowoomba district, our school facilities are no longer able to sustain enrolment growth at our previous rate.
What does this mean for you as you enquire about enrolling your child at Centenary Heights SHS? It means that if you are within our EQ defined catchment boundary you are entitled to an interview for enrolment. Our Office staff will have advised you if you are within our catchment boundary and you will be required to provide, prior to progressing to interview, proof of residency via one of the options described overleaf. While an enrolment may go ahead please understand that your child’s selection of classes may not be available as, depending on the timing of your interview, choices may be fully subscribed. If you are outside our catchment boundary you are welcome to apply for consideration to enrol your child. This should be through:

ticking one or more of the boxes on the Out of Catchment enrolment form which lists areas of consideration

providing additional information in writing if you wish

submitting your application to the Principal’s Assistant.
Should your application for consideration be successful you will be invited to interview. If your application for consideration is not successful you will be placed on a waiting list. At the time of applying for consideration I strongly encourage you to apply for enrolment at the school within your catchment area as there is no guarantee of enrolment outside our catchment area.
